Summary

The College of Art and Design was constructed by JW Cockrill in 1912 within the area of a former ropewalk (NHER 33745), by this time converted to a public park. It is a two-storey steel frame building with red brick cladding and terracotta details, and during World War Two it was used as the town's Civil Defence Report Centre. Having been disused for some time and fallen into disrepair, plans are in place in 2008 to restore the building and convert it into several dwellings.

Listing Description excerpt:
"School of Art. 1912. By JW Cockrill. Steel frame with red brick cladding and terracotta details. Two storeys on a basement. Façade faces east, a three-window range. The corners have polygonal turrets with terracotta panels at the divisions of the storeys and terracotta sills to the windows. Deeply recessed central doors under a Diocletian window, all within a coffered round-arched recess. The arch springs from a triglyph frieze and entablature standing on four unfluted Roman Doric columns...Pilasters flanking central bay rise to a raised parapet to terminate in bulbous terracotta finials. North flank a four-window range, each divided by polygonal turrets with terracotta details and finials as before.
INTERIOR: staircase with wrought-iron balusters supporting a rounded handrail. Wrought-iron railings to the east and north returns with minor Art Deco scrolled finials."

According to (S2) the college was used as the town's Civil Defence Report Centre during World War Two.

S. Ashley (NLA) notes there are Art Deco wall tiles hidden by whitewash.
However (S3) states the College of Art is of concrete clad in brick and terracotta and was designed by J W Cockerill known as 'concrete cockerill.'

2008.
The College has been out of use for some time and has fallen into disrepair. However, plans are now in place to restore the bulilding and convert it into several dwellings.
